Evans notes that this situation is completely different from that of COP26 last year, when the circumstances of the pandemic fostered a more co-operative spirit. “Back then, we had a much more open geopolitical space and the opportunities for climate action were so much easier.

But others hope this collision of crises could spur real change at COP27. “The fact that this summit is going to take place on the front lines of the convergent climate, food and energy crises in Africa offers an opportunity like never before to galvanise action,” says Mohamed Adow, director of energy and climate think-tank Power Shift Africa. “This COP is not just a climate conference. It’s a conference to help the world address all these intersecting crises.

There are signs that some leaders are not yet willing to let fossil fuels go. The UK recently lifted its moratorium on fracking. President Joe Biden spent July fist-bumping Mohammed bin Salman, Saudi Arabia’s crown prince, in a plea for more oil Germany’s chancellor Olaf Scholz also visited the Gulf State in September to secure energy imports.

Energy will be one of many faultlines between developed and developing nations, and these divisions will set the tone of all talks.
