The first King's Speech in 70 years will kick off process of setting up an independent regulator for English football

An independent regular is expected to be confirmed in King Charles' speech later today. The new monarch will deliver the first King's Speech in 70 years at the State Opening of Parliament, unveiling around 20 new bills from the Tobacco Products Bill, phasing out legal tobacco sales in England, to the Autonomous Vehicles Bill, which will set out the framework for driver-less cars.

The regulator will reportedly introduce a new licensing system from the Premier League down to the National League - which has been advocated for by the likes of Gary Neville in recent years - requiring clubs to demonstrate sound financial business models and corporate governance before being allowed to compete. There have been claims it will guarantee fans a greater say in the running of their clubs and help protect the clubs heritage.

"Our purpose is very simple and very clearly to make clubs sustainable through the pyramid from the bottom to the top and we include the Premier League in that. It’s not EFL battling the Premier League or looking for handouts. “We’re completely committed to better regulation but if we don’t have redistribution then we can demonstrate to the regulator that two-thirds of our clubs are insolvent. What does the regulator do then? Put them out of business? Refuse to give them a licence? Presumably not. If we don’t have that redistribution first, the regulator is going to have enormous challenges."

"Enforcing upon football a philosophy akin to Maoist collective agriculturalism will not make the English game fairer, it will kill the competition which is its very lifeblood."
