Forest's case regarding Financial Fair Play and the PSR rules is very different to the one involving Manchester City.
Nottingham Forest and Manchester City have both been subject to investigations regarding Financial Fair Play of late, accused of breaching the Premier League ’s Profitability and Sustainability Rules .

Everton chief Sean Dyche has been among those to drag City into the argument in recent months. Earlier this season, the Everton boss said: "Just like everyone else, we are all wondering what makes one rule for one and one rule for the other. I think that's the only thing. I don't know the ins and outs for every reason but I think we are all asking that."
"The volume and character of the charges laid before Man City, which I cannot talk about at all, are being heard in a completely different environment. There is a date set for that proceeding."
