by Chris Towle and Jeremiah Wilcox Franklin County Dog Shelter The Franklin County Dog Shelter & Adoption Center announced it is at capacity on Tuesday., the shelter said they are carrying over 300 dogs, and that their kennels are full.
To help the shelter with overcrowding, now through April 30 all dogs six months of age and older can be adopted for just $18.
