Scanlon is originally from Allegheny County but traveled to Dauphin County in February. That's where she went missing.
Police also say 59-year-old Anthony Proctor was seen on camera using Scanlon's state benefits card on Feb. 15, days after her disappearance.DAUPHIN COUNTY, Pa. — New court documents show a convicted murderer was the last person to see 54-year-old Tracy Scanlon in Dauphin County before she disappeared back in February.
She was last seen leaving the Wine & Spirits Store located in a shopping center on Union Deposit Road in Lower Paxton Township. The last time anyone had spoken with Scanlon was via a text message on Feb. 20.
