Bridgestock said the fee was 'disproportionately large' and required a revised charge of £21,000.He turned to the Scottish Government in a bid to have the council levy overturned. But a reporter has now said the charge should stand but amended the timescale for payment.
He also argued similar projects had not been hit with the same scale of cash penalties and the high value could pose problems with mortgage providers. "As a self-build project, the cost of building the home will be incurred over a build period of around 12 months. This means both payment instalments would need to be paid during the build period which defeats any benefit of an instalment arrangement."Council officials said the appeal against the levy should be rejected. Government reporter Martin Sneddon ruled the £97,860 could be paid at £19,572 per year for five years.
