Counsel assisting the coroner, Dr Peggy Dwyer, told Prof Langton that the coroner had uncovered the Northern Territory government had rejected proposals from across several government agencies for $180 million over five years to fund women’s shelters, behaviour change programs and policy reform.

The NT’s coroner, Elisabeth Armitage, has combined the deaths of Kumanjayi Haywood, Ngeygo Ragurrk, Miss Yunupingu and Kumarn Rubuntja to examine systemic failings across the domestic, sexual and family violence sector. Langton urged the coroner to consider legislative changes that would include long-term apprehended violence orders that prevented perpetrators from returning to their partners once released from jail and explained the financial barriers and cultural barriers for women trying to escape violence.

“It’s very important to compare the funding in Alice Springs to this $20 million over two years … Why are governments responding in this way,” Langton said.
