Seasoned Ilocanos turn nostalgic whenever young politicians quote the former Governor Roque B. Ablan, Sr. in their speeches. His inaugural address, delivered on New Year’s Day in 1938, was a landmark in Iloko oratory. Know more:

I know our present situation, and if the past administration had been too good and fair and just, I, on my part, pledge to strive more, to devote most of our time in banishing FEAR…Might will never defeat the law. I will not allow the agents of the law and peace to be negligent in the enforcement of the law; I will not allow them to be lenient in their duties; I will stress the fair and right application of laws equally. In my conviction, the law is for all, be they my friends or not.

The Philippines has produced many heroes. In the annals of history, these men faced insurmountable odds to defend the family and home, to fight for ideals, beliefs and above all our own country. However, very few Ilocano heroes have been given due recognition, and many of them are from the Spanish colonial period or during the Revolution against Spain. Unfortunately, these brave souls were not given attention or recognition.

Governor Ablan came from a very simple family amid the nobility in his surroundings. He was born in Ilocos Norte carrying with him the courageous ideals of Pedro Mateo, Saralogo Ambaristo, Don Claro Caluya and Teofilo Ildefonso , Juan and Antonio Luna , Gregorio Aglipay , and many other heroes who gave their lives for the sake of liberty. He endeavored to survive amidst life’s hardships. As a self-supporting student, he also felt the responsibility to serve his people.

Dr. Ricardo T. Jose, professor at the Department of History of the University of the Philippines, said: “As the Japanese approached Laoag, Governor Ablan consulted with members of the provincial government, explaining his determination to resist the Japanese invaders and keep the civil government functioning.

Ablan stayed in the rugged mountains of Ilocos Norte. The economy of the provincial government needed to be sustained. He had no access to Commonwealth money and was unable to pay the officials and other people who had followed him. He then requested Quezon to send money in order for them to buy food and to pay the people. Because of the difficult situation, President Quezon authorized Ablan to print his own money, with the district auditor and the provincial treasurer.
