EAGLE PASS, TEXAS - It's been almost a year since the State of Texas installed a floating barrier into the Rio Grande , but now, one researcher says the buoys are barely floating at all.

"They are not spinning in any way, they’re completely lodged there. They now have tree branches and trees stuck in there now," Martinez said. "For the most part, they’re immovable right now.""They’re really not doing what they were meant to do, however, they are causing significant damage to the river," Martinez said.

"It’s a violation of international treaties. We're not allowed to move the water in any significant way in the channel," Martinez said.buoys"They’re hurting the ecosystem and a lot of people don’t see it. I do, because I take people out on the river," Fuentes said. "They weren’t built for this Texas heat. They weren’t built to be collecting sediment and debris.
