The Rail Forum says it fears government plans to overhaul the system might not go ahead

Together with Birmingham, Crewe, Doncaster, Newcastle-upon-Tyne and York, it went to a public vote with a final decision on the headquarters due to be made later this year."There's got to be change, that's for sure," he said.
