Activists from the Fridays for Future group in Berlin ignored persistent rain to denounce a package of measures the German government agreed on that would cut the country’s greenhouse gas emissions. The protesters said it fell far short of what was needed if the world’s sixth-biggest emitter planned on meeting the goals agreed in the 2015 Paris climate accord.
