A House of Lords committee has raised concerns about the government's grey belt policy, arguing that it is poorly conceived and unlikely to deliver significant results in terms of new housing construction.
The Government's grey belt policy, designed to facilitate the development of low-quality green-belt land, has been criticized as 'rushed and not properly thought through' by a cross-party committee of peers. The House of Lords built environment committee has communicated its concerns to Secretary of State for Communities, Housing and Local Government Angela Rayner, asserting that the policy is unlikely to yield any substantial increase in the number of new homes constructed.
The committee, overseen by Conservative peer Daniel Moylan, initiated an inquiry in November following the policy's introduction in a draft planning framework in July. Lord Moylan stated that the committee launched the inquiry with the belief that the newly established category could potentially contribute positively towards meeting housing targets. However, the committee has concluded that the policy is unlikely to exert any significant or enduring influence on planning decisions or assist the Government in achieving its target of constructing 1.5 million new homes by the conclusion of the current parliamentary term.As a case in point, Shropshire Council is currently evaluating sites for 1,500 new houses, with the possibility of encroaching upon green belt land, as it strives to revitalize its local plan
