Massachusetts first allowed alcoholic beverages to be ordered to-go during the COVID-19 pandemic and has renewed the policy annually, but Gov. Maura Healey and others want to make the policy permanenton April 1, but this year, talk of a permanent change is creating friction among businesses and lawmakers on Beacon Hill.
