A homeless man was forced to lick a urinal after he was arrested, according to court documents.
Rabago and fellow officer Reginald Ramones was arrested and charged earlier this year with depriving a man of his civil rights in Honolulu, Hawaii. Rabago told him to say he was joking when he talked about making the man lick the urinal, Ramones said.His defence will include the claim Ramones initially maintained both men were innocent during meetings with their lawyers.
