Hong Kong battles to stem brain drain following China's crackdown and Covid restrictions

Once dubbed a 'shining city on the harbour', Hong Kong has seen a mass exodus amid strict Covid rules and a crackdown on freedoms, leaving city officials with the dilemma of how to attract new talent

“Over the past two years, the local workforce shrank by about 140,000. Apart from actively nurturing and retaining local talents, the government will proactively trawl the world for talents,” Mr Lee said in a two-hour speech.

But Hongkongers like Perry, who recently returned to the city himself after a short spell living in the UK, are not convinced the government’s measures will be enough to reverse the brain drain and attract talent to the city. “The government can’t succeed because many professionals who choose to leave want to have freedom, human rights and justice,” says Perry. “They don’t just need money, but they need a good future which the government can’t give them.”

Pierre Turgis, who leads the Hong Kong branch of international recruitment business Morgan Philips Group, says the city’s draconian pandemic restrictions have had a huge impact on recruiting talent for all sectors, in particular education and financial services. “150,000 talents who left Hong Kong in 2022 are unlikely to come back,” says Mr Turgis. “Most indeed left with a bitter taste and a bad experience, with the feeling of having been betrayed by these never-ending restrictions.”
