Mayor London Breed introduced a $15.8 billion budget that scales back spending on social services and ramps up police spending while closing a nearly $800 million two-year budget deficit.
In total, the budget proposal would raise city spending to $15.8 billion, a jump of nearly 10% over last year’s plan in the first year, before dropping to $15.5 billion in the second year. The proposal is the reflection of a city at a crossroads. The City’s revenues have slagged in its post-pandemic economic malaise and failed to keep up with its spending, much of which is relatively inflexible.
Breed ordered mid-year budget cuts amounting to $75 million late last year, portending painful decisions to come. In the proposed budget released on Friday, the mayor’s office acknowledged the painful cuts, but said that the sharpest reductions were made to programs centered on education and outreach — not direct services. General fund spending on aid assistance and grants is down $19.4 million from last year under the mayor's plan.
Increases in spendingThe bulk of The City’s general fund is spent on people — in the form of salaries and benefits, which have increased by $140.3 million since last year due to new labor contracts.
