The Senate on Thursday afternoon voted not to advance a bill that would establish federal protections for in vitro fertilization . The procedural measure, which required 60 votes, failed as all but two Republicans present voted against it.The bill aimed to make it a right to use reproductive technologies like in vitro fertilization . It would have required that federal health plans, the Affordable Care Act, and Medicaid cover these treatments.

Senate Majority Leader Charles E. Schumer changed his vote to “No” so he would have the option to bring the bill up for another vote in the future. Sens.
