A proposal to include street-vendor enforcement in transit officers’ expanded powers prompted a backlash

Controversy over San Diego’s street vendor law nearly sank a plan to expand the enforcement powers of transit security officers to make riders feel safer on buses and the trolley system.

Board member Vivian Moreno, who also serves on the San Diego City Council, said the city law only makes sense in a few specific places, even though it is enforced citywide. The law partially bans street vendors in parks, at beaches and in such pedestrian-heavy areas as Little Italy and the Gaslamp Quarter, but vendors are allowed to keep operating on some cross streets and side streets.

Voting in favor of allowing transit officers to enforce San Diego’s vendor law were Stephen Whitburn of San Diego, Steve Goble of El Cajon, Caylin Frank of Poway, John McCann of Chula Vista, Mike Donovan of Coronado and Ronn Hall of Santee.
