Below is a series of ways in which the tax could be changed to make it fairer for households, according to experts and campaigners.What band your home is in depends on the value it either had or would have achieved on 1 April 1991, with homes of higher values paying higher rates.
It says this means that two households living in equally valuable properties in the same local authority can find themselves paying tax bills hundreds of pounds apart “just because their properties used to be worth different amounts in 1991”. At the moment, the top band is a band H property, and these attract bills twice as large as a typical band D home.
