A £500,000 pot for Clitheroe Castle ground improvements and £1million for new projects across the Ribble Valley, open to bids from all political groups, form part of the borough council’s new approved budget.

Coun Atkinson said using a budget working group and the committee system meant the budget represented the wider council, not just Conservatives alone. Fellow Conservative Stuart Hirst said he had seen mayhem at Blackburn Council budget meetings years ago, when he was a councillor there. Proposals dragged-on for hours. But Ribble Valley had a more-considered system. And this new budget was the most generous he had seen for years, he said.

“The castle is a major attraction and must be put right. So we Lib-Dems will be supporting this budget. However, there are good ideas in Labour’s plans too, such as turning the Salvation Army building into apartments for homeless people and disabled payments.”But Green Coun Malcolm Peplow said: “The Conservatives have emphasised having a responsible, well thought-through process. But this £1million proposal is a tombola for councillors.

He added: “It was with a great deal of reluctance that some opposition parties withdrew from the budget working group. But it was to enable them to present suggested amendments tonight.
