Bill Shorten was questioned about a report which outlined the 'seriously inadequate' JobSeeker and Youth Allowance payments which is contributing to 'high levels of financial stress' for recipients amid the ongoing cost of living crisis.

Bill Shorten has conceded he could not live on the current JobSeeker or Youth Allowance rate amid a report calling for an increase to the"seriously inadequate" payment.

A report has found the current JobSeeker and Youth Allowance rate is"seriously inadequate" and must be one of the first things addressed in the federal budget. Picture: Supplied "But we can only do what is responsible and sustainable and unfortunately the budget we inherited from the previous government is heaving with a trillion dollars of Liberal debt, so can’t do everything," Mr Shorten said.

"I have to put it in the context this is not the only issue out there. There’s a whole lot of people doing it tough in a whole range of areas. "This is a payment that should mean people are able to look at their options, apply for jobs, continue to live above the poverty line while they try and get back into the workforce," he said on Monday shortly after Mr Shorten's appearance.
