The provincial government of Ilocos Norte on Monday declared a state of calamity due to the impact of the Southwest Monsoon or Habagat enhanced by Typhoon Carina .The declaration was contained in Provincial Resolution 2024-07-330.The declaration of a state of calamity authorizes the local government to access emergency funds swiftly and implement relief operations to aid the affected residents.
The resolution stated that the Carina-enhance Habagat brought heavy rains, strong winds, and severe floods, which damaged properties, agricultural crops, and disrupted the means of livelihood in the province.The Ilocos Norte government said the weather disturbance affected over 140,000 residents and caused P1.011 billion worth of damage.The Metro Manila Council earlier declared a state of calamity in the National Capital Region due to the massive floodings.
