The Government is braced for fresh criticism over the policy when the impact assessment is revealed just eight weeks before the controversial levy comes into force.

Labour has been criticised for not yet producing an impact assessment of the 20 per cent VAT charge, despite Rachel Reeves giving the go-ahead in July for the policy to be introduced on 1 January 2025. But ministers have insisted the VAT policy will have educational benefits because the money raised will fund 6,500 new teachers for state schools.
