People in Salford have a sense of things going wrong

“I grew up in the shadow of the dark satanic mills, at a time when they made textiles, and now I live in the shadow of dark satanic apartment blocks,” says George Tapp, 75, a retired electrician and former councillor, who lives in Ordsall in Salford, Greater Manchester.

Visually, the achievement is impressive, with a forest of skyscrapers dominating the skyline. As of 2024, Greater Manchester has 32 towers over 100 metres in height already built or under construction, with cranes perched on top. This is a greater number than any metropolitan area in the UK outside London.

Paul Dennett, the Mayor of Salford for the last nine years and deputy mayor of Greater Manchester, as number two to, speaks forcefully of both the benefits and failures of what might be called “the Manchester model” of urban economic regeneration. Private developers have built high-rise residential blocks, often with one- or two- bedroom flats, which are frequently sold to buy-to-rent landlords who rent to junior white collar workers according to a LSEIt says research shows that, so far from Greater Manchester being a template for the regeneration of de-industrialised cities, “the inconvenient truth is that Greater Manchester has not pulled away from other core British cities”.

This is the uncertain world of the aptly-named “precariat”. Zero-hour contracts mean that a worker might get 20 hours work one week and nothing the next, so “you get into debt because you can’t get credit”.
