His time in the Navy laid the bedrock for a career in public service. “You feel more deeply about your country, your flag if you’ve served.”

From Downtown development to pro football at MetLife Stadium to the advancement of multiple universities, few can boast the impact of Jersey City’s Frank Guarini.

Guarini, whose office declined requests for an interview, hails from a different era of national politics, less divided by party identity and more committed to policy and people. “I think the World War II generation was very beneficent,” Kaptur said. “They were kind. Not that couldn’t be tough, make no mistake about it. But there was a joy in service and the country was more important than party.”

Guarini path is dotted with accomplishments on the local, state and international level. Former Jersey City Mayor Jerry McCann recalled how Guarini helped bring federal grants for developments such as Newport, Harborside and affordable housing. Joan Quigley, a former assemblywoman and weekly columnist for The Jersey Journal, recalled how after a professor told her to get involved in political campaigns in 1978, she ran into Guarini at a cocktail party while he was running for Congress.

The work didn’t end when Guarini left Congress. President Bill Clinton appointed him as the U.S. representative to the United Nations General Assembly in 1994. And Guarini ushered in major Jersey City real estate developments, such as the Monaco Towers, Columbus Towers and the DoubleTree Hotel in Downtown.

“ giving our students opportunities they would not have otherwise,” said Leah Leto, vice president for Advancement External Affairs at the university. “Not only that, but he is helping Saint Peter’s to deepen its impact in Jersey City.”
