The IOPC reports that officers initiated CPR and summoned an ambulance, but despite receiving medical attention from paramedics, Mr. Higham tragically died at the scene. The IOPC confirmed that it has transmitted the findings of its investigation into the incident to the CPS for their consideration. The watchdog further disclosed that the six GMP officers involved were informed in January 2023 that they were under criminal investigation for potential offenses of gross negligence manslaughter and misconduct in public office. These officers, along with five others, have also been issued with gross misconduct notices for potential violations of police standards of professional conduct. It is important to note that a referral to the CPS does not automatically guarantee criminal charges. An inquest into Mr. Higham's death has been initiated but subsequently adjourned.
