Moscow-Tehran alliance stronger after strategic partnership treaty covering military cooperation

“Given the state of Iran’s aircraft fleet, Tehran’s receipt of the Su-35 will allow it to improve the situation somewhat in terms of deterrence and demonstration of capabilities, as well as increase Iran’s engineering potential by studying the aircraft’s capabilities, but the overall balance of power in the region will not change dramatically.”
