In the race for the Irving City Council District 6 seat, incumbent Albert Zapanta is the clear choice.District 6 encompasses Irving’s northernmost neighborhoods, bordered by State Highway 114 and the President George Bush Turnpike to the south and Coppell to the north. Residents have an experienced public servant in Zapanta.The incumbent has a formidable civic résumé.

“I’m right in the middle of us looking at updating the comprehensive plan, the land use plan, as well as our zoning ordinances because a lot of this is anywhere from 35 years to 10 years old,” Zapanta said.The council member pointed to the challenges of building affordable homes, even when the city tries to incentivize developers to keep costs down. Zapanta said the city needs partners, noting a recent deal with Dallas County for Irving to receive $5 million in federal COVID-19 funds.

As Irving ages and as more companies and residents settle in Irving, the council is also looking at building or renovating infrastructure, Zapanta said. The council has been studying impact fees for new development that would pay for improvements such as wastewater lines, street widening and stormwater drainage. Zapanta said the council has also toured other cities to learn about their approaches to parks and recreation.

Zapanta said he expects state lawmakers to eventually legalize casino gambling, and that the city should get ahead by putting in guardrails around things like poker rooms. This is a hot topic in Irving, where a business linked to the Adelson family of Las Vegas recently bought land near the old Texas Stadium site.Khan, who served in the U.S.
