In a Friday ruling, Franklin County Common Pleas Judge Mark Serrott, a Democrat, said the law violates cities’ home rule powers granted in the state constitution. Serrott issued what’s called a permanent injunction that blocks the law from taking effect, although it only applies in Cleveland, Columbus and a handful of other citiesMatt Huffman downplayed ties to dark money group.
