Industry sources expect Labour to rebrand Boris Johnson's controversial scheme

Shadow Health Secretary Wes Streeting has said that Labour is ‘committed to delivering’ the hospital-building program – but Boris Johnson’s scheme could be rebrandedto build “40 new hospitals” by 2030, with the party set to rebrand the “unsustainable” scheme if it wins power, according to industry sources.

But those close to the project expect Labour to rebrand the scheme, partially due to its associations with Mr Johnson and the repeated political rows over how many completely new hospitals it would include.: “The general expectation in the industry is Labour will want capital investment at size and speed, but badging around and 40 hospitals will be unsustainable.

The impact of the crisis over reinforced autoclaved aerated concrete is thought to have had a serious impact on the project’s funding, as money had to be used for more urgent repairs to hospitals. The industry source added: “Several hospitals were found to have severe RAAC problems, and some of the initial capital pot was redirected to hospitals which needed this to continue operating.

In July 2023, a report by the National Audit Office found that the Government was likely to miss its target of building 40 new hospitals by 2030. Mr Johnson said the scheme would see 40 new hospitals built across England “from Morpeth to Milton Keynes”, including a new eye care, research and education facility at Moorfields Eye Hospital and UCL Institute of Ophthalmology in Camden, London, and a new integrated, high-tech healthcare campus to replace the aging Princess Alexandra Hospital in Harlow, Essex.

Sir Julian Hartley, chief executive at NHS Providers, said although there has been some progress, “the bigger picture is one of delay, indecision and soaring costs which the NHS, taxpayers and patients can ill afford”.that the party is committed to the programme as a whole, and to providing certainty to NHS trusts to progress with individual projects.
