The relationship between London's black community and law enforcement remains tense and suspicious, threatening the ability of the police services to police by consent. Of the four previous commissioners of the Met, three have been forced into resignation. In 2017, the force announced it would stop investigating many instances of “lower level, higher volume offences such as shoplifting, car crime and criminal damage”.
