Mid and East Antrim Borough Council has launched an investigation after a man died while helping to build a bonfire on land owned by the council in Larne.
The Northern Ireland Ambulance Service said it had responded to reports that a man had fallen from a height
On Monday, the council said it was deeply shocked and saddened by Mr Steele's death and that its thoughts and prayers were with his family and friends.
