It made sense that she'd appear in a non-hero capacity in Ant-Man so the movie could focus on establishing its titular hero, and she has some great scenes and an important role in Ant-Man and the Wasp. However, from there, Hope is sidelined while Scott gets a major role in the wider MCU.
Hope van Dyne is largely an original creation for the MCU. Hope Pym exists in Marvel Comics as a supervillain, but Lilly's Wasp is an amalgamation of Janet's character in the comics and elements unique to the movies.
