The former Cabinet Secretary and Head of the Civil Service Sir Mark Sedwill and MP Justin Tomlinson will take the stand today
Lord Sedwill says he initially resisted a Cobra meeting on Covid, because in past they had been called for PR reasons. He says when concerns about Covid were aired, he did not agree to a meeting of the Cobra emergency committee taking place immediately. His reasons were to ensure it was adequately prepared for, and he was concerned that having a Cobra meeting might alarms the public. After two days he was persuaded it was necessary to convene at Cobra meeting.
The first meeting, chaired by Matt Hancock was held on 24 January, with another held just five days later. He says Cobra was told on 29 January there was a risk of the virus escaping from China and spread to the UK.
