There are fears Operation Yellowhammer – the codename given to the cross-government contingency plans for a no-deal – could collapse entirely unless government departments fight the majority of the problems themselves.It said: ‘Structure will quickly fall if too many decisions are unnecessarily escalated to the top levels that could have reasonably been dealt with internally …’

The plan also adds that there are ‘likely to be unforeseen issues and impacts’ that could occur if the UK is unable to make a deal with the EU. A flow chart included in the report warns government ministers to be prepared for 22-and-a-half hour long work days, with ‘situation reports’ planned for 7am, and with constant meetings planned until 5.30am the following morning.A source told the Guardian that although preparations for a no-deal have been ramped up, the situation remained ‘rudderless’ and looks to be highly chaotic.Another said the planning has been ‘too little, too late’.

There have also been 12 high risk areas which have been identified as a particular concern, including healthcare services and national security.Disruption to people crossing borders
