Single-family homes are being added to an Oceanside ordinance that requires apartment buildings, businesses and most other property owners to shield their outdoor lighting fixtures. Light pollution has long been an irritation to astronomers and for anyone trying to sleep. With the proliferation of low-cost LED bulbs, cities across the United States are approving or updating ordinances to control wayward rays.

Cathy Handzel, president of the San Diego Chapter of the International Dark Sky Association, in an editorial last year in The San Diego Union-Tribune urged more cities to adopt and enforce light pollution ordinances. 'Artificial light is not only obliterating our view of stars, it’s wreaking havoc on wildlife, ecosystems and human health,' Handzel wrote. 'We have so much to gain from addressing light pollution,' she said.
