He’s says he’s discouraged, alleging that his landlord – the Cuyahoga County Land Bank – will not supply adequate electrical service for Loiter’s corner of the Mickey’s Building at 12250 Euclid Avenue where the café is located.that it has taken numerous steps to prevent him from opening.
