The Circular Economy minister has been blasted by MSPs for her lack of detail on the Circular Economy bill.

A senior MSP has warned that Lorna Slater is heading for a hat trick of policy failures after her latest recycling plans were slammed in parliament. Slater, the Green party Circular Economy minister, was rubbished last week over financial proposals for a new bill which would fine litter louts and punish residents for using the wrong bins.

He said: “After the disastrous Green party policies like the Deposit Return Scheme and Highly Protected Marine Areas , the Circular Economy Bill looks set to make a hat trick of duff ill-thought out Green Party led schemes heading for the Scottish Government policy recycling unit.” But councils have previously said that profits from such a scheme are uncertain as producers could change their materials. Litter fines, touted by Slater as another cash-generating method in the bill, can’t be easily collected according to local authorities.

Top news stories today Slater didn’t respond directly but said the plans would be “co-designed” with every local authority and householders. Officials said that by the middle of 2024 councils would have worked out how they would co-design the plans but couldn’t say how long the rest of the process would take.

The former Rural Cabinet Secretary said: “As a minister for 14 years I led many new laws through Parliament and would never ever have presented such a poorly prepared piece of work.
