The LRP is a coalition of local and international partners that aims to empower over 2 million citizens by building at least 200 community education centers.

It has built more than 200 libraries in the poorest places in the country in partnership with the local government and private donors, with 20 libraries for Indigenous Peoples reaching more than 200,000 people.They have also built libraries for the New Bilibid Prison, the Philippine Heart Center and Gawad Kalinga farms.
It has built libraries for the IPs in the following places: Batanes, Benguet, Kalinga, Lanao del Sur, Mountain Province, Occidental Mindoro, Oriental Mindoro, Palawan, Pampanga and Sulu. They have reached the following IPs: Aetas, Badjaos, Ivatans, Kalingas, Kankanaeys, Samals, T'bolis, Tingguians and Tausugs, as well as the Muslim communities in Mindanao.
