A major incident has been declared in Pontypridd, South Wales, as Storm Bert has caused "devastating" floods. Homeowners were pictured bailing out flooded properties with buckets and bins in the town, after the River Taff burst its banks this morning. Storm Bert has continued to bring heavy rain and strong winds across the UK - with around 4-hundred warnings and alerts in place in England, Wales and Scotland.
