A man has been jailed for 16 weeks following a surge in vehicle-related crimes in the Blackburn North area. John James Rice was responsible for over 60 offenses targeting vehicles. In October 2024, the Blackburn Neighbourhood Policing Team observed an increase in incidents concentrated in the Brownhill and Ramsgreave districts.

Through a combination of public information, victim statements, and the efforts of plain clothed officers, John James Rice, who was homeless at the time, was identified as the perpetrator. On Saturday, November 16, Rice was apprehended and charged with 29 counts of interfering with a motor vehicle, four counts of stealing a motor vehicle, and one count of criminal damage to a motor vehicle. Rice was subsequently remanded into custody and appeared before Blackburn Magistrates Court. However, he failed to attend his scheduled court date and violated the terms of his electronic monitoring (EMS) tag. On Friday, December 27, Rice was arrested again for numerous offenses related to interfering with and stealing motor vehicles, both within Lancashire and Greater Manchester. He faced five charges of interference, one charge of theft, and 16 breaches of his EMS conditions. Rice appeared at Preston Magistrates Court on Monday, December 30. Further to this, on Thursday, January 2, Rice was arrested based on new information. He had committed five interferences and two thefts in the Egerton and Bromley Cross areas of Bolton. The Blackburn with Darwen NPT (BwD NPT) collaborated closely with the Greater Manchester Police (GMP) Bolton North NPT, leading to Rice's remand into custody. On Wednesday, January 23, Rice appeared at Preston Magistrates Court, where he was sentenced to 16 weeks imprisonment. A police spokesperson commented: 'Vehicle-related offenses have significantly reduced since this time and are not tolerated by Lancashire Constabulary. The BwD are closely monitoring crime patterns in this area, conducting hotspot patrols, and targeting prolific offenders.
