Raymond Lucy, 63, had COPD - his family claimed he had no fresh air in his cell
A coroner has ruled that the death of a man with a progressive lung disease found unresponsive in his HMP Forest Bank cell was ‘unpreventable’, despite his family claiming his prison cell had no fresh air.
The inquest heard Mr Lucy had no real respiratory issues or cough prior to him going into Forest Bank, but in 2016 had been diagnosed with 'mild' COPD and put on a 'self-management plan' of antibiotics and steroids. Recalling her visit to Mr Lucy the day before he died, Ms Murphy told the inquest: "He looked dreadful and he said he felt dreadful. He was concerned about going to sleep . He said he was frightened because he could not breathe. He said he was scared that if he went to sleep, he would not wake up again because he could not breathe in that room. I never saw him again."
A report by the Prisons and Probation Ombudsman found Mr Lucy was seen on ‘numerous occasions’ by prison GPs when he complained of feeling short of breath and found ‘appropriate action’ was taken each time. Mr Lucy was also referred appropriately for chest X-rays and blood tests. Mr Brennand concluded the circumstances of his death were ‘unpredictable to prison and healthcare staff and consequently unpreventable’.
