Phil Garrigan, the leading fire officer for Merseyside, will be leaving his position in April 2025 to become the chair of the National Fire Chiefs Council (NFCC).
Mersey side’s most senior fire officer is expected to step down from his role in the New Year after being elected to a national position. Phil Garrigan, who has led Mersey side Fire and Rescue Service since 2017, was elected as the next chair of the National Fire Chiefs Council (NFCC) in October. As a result, Mr Garrigan is to leave his role in the region to take up the new post. The ECHO understands this will take place in April 2025.
Mr Garrigan, who oversaw the construction of the new £40m super station on Long Lane, Aintree , which opened earlier this year, will replace outgoing NFCC chair Mark Hardingham who leaves the post in March. The departure of Mr Garrigan from MFRS will bring to an end a more than three decade association with the region, having joined in 1990. The chief officer was awarded an OBE for services to fire and rescue during the covid-19 pandemic in 2021 and was again honoured by royalty when he was given the Kings’s Fire Service medal earlier this year at Windsor Castle. Members of the Merseyside Fire and Rescue Authority held an initial meeting of their appointments committee last week regarding Mr Garrigan’s successor. Ahead of taking up his new role, Mr Garrigan is the current vice-chair of the NFCC and the national lead for the fire and rescue service in respect of children and young people. The election of a new chair, open to all current and recent UK Chief Fire Officers, took place in September, with the NFCC Board of Trustees confirming the results a month later. The role of NFCC chair is a single point of contact for the Home Office, fire professionals and partners such as the Local Government Association (LGA) or the Association of Police and Crime Commissioners (APCC). The chair represents fire and rescue in a range of government and sector forums, and is the first line of advice to ministers during major incident
