The only difference I could spot was the addition of a couple of quality-of-life features: You can now hold up on the D-pad to quickly flick between a list of camo/face paint presets, or hold a different button to get quick-access to codec frequencies, and you can equip a compass in the left item menu to function as a quest marker, pointing you where to go to progress the story.
