Those who have been working hard to deliver what they see as vital reform of private renting at a time when evictions are rising are disappointed and dismayed.

Housing Secretary Michael Gove wrote to Conservative MPs promising them that the ban on Section 21 evictions would not take effect until there had been “court reform” to ensure that repossession courts could cope with the expected uptick in Section 8 evictions.

A promise to deliver nebulous “court reform” which falls within the remit of the Ministry of Justice and not the Department for Levelling Up, Housing and Communities could derail the end of Section 21, something homelessness experts agree is urgent, indefinitely. Neither of these suggestions has been put into practice by the Government, despite it being a recommendation of the Levelling Up, Housing and Communities Committee, which Betts chairs.

“Our committee has been asking for a specialist housing court for years. If the government had created that and put the mechanisms in place then there could have been a seamless introduction of the Renters Bill,” Betts added.that some of their backbench colleagues were “incredibly angry” about the Bill full stop because it interferes with landlords’ rights.
