The recommended ban will be voted on by MSPs and Matheson will face pressure to stand down.
Shamed Michael Matheson has been handed a 27 day suspension and a salary ban over the £11,000 data roaming scandal.
He initially pleaded ignorance and was content for the taxpayer to foot the bill for the data roaming.Holyrood bosses found Matheson guilty of breaching the MSP’s code of conduct and the matter was referred to the parliament’s cross-party Standards Committee.Martin Whitfield, the committee convener, said the issues at stake included "trust" and "public finances".
A statement by Holyrood read: "The majority of the Committee considers that the sanctions it recommends reflect the seriousness of the breaches of Sections 7.3 and 7.4 of the Code in this case. Had it not been for mitigatory factors, including the impact on the member and his family, the sanctions proposed would likely have been greater."
