New laws to protect free speech on university campuses are being brought back by ministers after criticism from academics. The Higher Education Bill, which was paused last summer, will be tweaked to address concerns about universities facing hefty fines for breaking the new rules. Ministers say free speech is more important than avoiding student offense and that the previous law was unworkable. The revised law will place new duties on higher education providers to promote free speech, while removing duties on student unions to uphold the law. Universities will still have to meet these requirements and ensure student unions follow suit. There will also be a new complaints system to protect academic freedom.
