Harvey Owens , 16, was on a camping trip with his three friends when their car came off the road and landed in a ditch Police at the site of the car crash on the A4085 that took the lives of all four boys in November last yearHarvey's mother is now campaigning to bring in new legislation and safeguards for drivers who have just passed their test.
'A driving test itself is there to protect people. And so before the driving test, you're not even allowed to drive and then you pass your test. The idea is to keep them safe.' Reacting to the governments response Ms Owen's said: 'Sadly they say it's a tragedy. It's preventable tragedies many of these deaths are.
