Tactical advisor thought 130mph motorway chase which ended in double fatal crash was 'not dangerous'

A tactical advisor believed a police chase reaching speeds of 130mph was "not dangerous" to those involved or members of the public, just minutes before a double fatal crash.

Whilst giving evidence at Manchester South Coroner's Court on Wednesday, July 6, D9 said he did not perceive the chase, which reached speeds of 130mph on the M60 - almost twice the speed limit, to be dangerous as there was "light traffic" on the road at that time. He said: "The speed alone is not dangerous, and a motorway at quarter past ten at night is not dangerous.

D9 had advised for the helicopter to be launched and for a stinger to be deployed to try and slow down the chase so police could safely end the pursuit. However, when he called for a stinger he received no response indicating a stinger unit was on its way, something which is apparently normal. If a stinger is not available, a pursuit will be discontinued due to safety concerns.

When asked whether it would have been safer to discontinue the chase and monitor the vehicle using the police helicopter and CCTV footage, D9 told the court that the police would not be doing their duty to the public if they did not bring the chase to a conclusion. He said: "CCTV can't stop the pursuit, that's down to the trained officers to stop it. The whole point of these tactics is to prevent risk to the driver and the public.
