Members of the Scottish Parliament (MSPs) are poised to receive another salary increase, pushing their annual wages beyond £74,000. The 3.2% rise, equivalent to over £2,000, was announced by the Scottish Parliament 's Presiding Officer in a letter to the Finance Committee. Effective from April 1, 2025, this increase follows three consecutive pay hikes since 2022/23.

However, the Scottish Government has stated that its ministers will forgo salary increases, maintaining their wages at levels last revised over 15 years ago.The £2,310 increase will result in a total annual earning of £74,506 for MSPs. While this figure is lower than last year's 6.7% rise, it surpasses the 1.5% increase implemented in 2023/24. In 2022/23, MSP salaries saw a 3.4% rise. They remained stagnant in 2021/22. The Presiding Officer of Holyrood explained that this year's 3.2% increment aligns with the Average Weekly Earnings (AWE) index. This marks a departure from the previously used Annual Survey of Hours and Earnings (ASHE Mean). Alison Johnstone stated that the ASHE Mean 'has become misaligned with other wage inflation indices in recent years,' citing the 6.7% ASHE Mean for this year as 'further evidencing the misalignment.'The Scottish Government confirmed that ministers will continue to decline salary increases. Ministerial pay will remain at 2008 levels, approximately 30% lower than if ministers had accepted every pay rise. A junior minister currently receives £81,449 annually, a cabinet secretary earns £96,999, and the First Minister receives £135,605. A spokesperson for the Scottish Government emphasized: 'Ministerial pay has been voluntarily frozen for 15 years by Scottish ministers and there are no plans to change this.
